feat(tools): add fetch_and_deploy_codeberg_release function
Add Codeberg equivalent of fetch_and_deploy_gh_release supporting: - tarball/source mode for source code archives - binary mode for .deb packages - prebuild mode for prebuilt archives - singlefile mode for standalone binaries - tag mode for direct tag downloads Uses Codeberg API and archive URL patterns: - API: https://codeberg.org/api/v1/repos/{owner}/{repo}/releases - Archive: https://codeberg.org/{owner}/{repo}/archive/{tag}.tar.gz
